WHAT IS OPEN ENROLLMENT?
Open Enrollment is your annual opportunity to make changes to your benefit elections without a qualifying life event. It's also your chance to make changes if you did have a life event and either missed the 30-day notification deadline, or forgot to notify us altogether!

BENEFIT FAIRS
Benefit Fairs are a great time to meet with Marion County Benefits Staff, along with representatives from our insurance partners, to find answers to questions you may have regarding your current insurance coverages or other benefits you may not yet be enrolled in.
NEW YORK LIFE - GUARANTEED APPROVAL DURING OPEN ENROLLMENT!
During Open Enrollment, New York Life will guarantee your approval for voluntary life insurance up to $100,000 for the employee and $25,000 for your spouse or domestic partner - even if you've been previously declined!
As well, the maximum voluntary life insurance coverage amount has increased to $500,000, not to exceed 6 times your annual salary, for employee coverage. Your spouse cannot have a coverage amount exceeding yours. Applications for coverage exceeding the guaranteed issue amount are subject to medical underwriting.
Additionally, New York Life will guarantee your approval for short term disability during this period.

It's a change in your personal circumstances that allow you to make changes to your benefit coverages outside of the annual open enrollment period.
If you have forgotten to notify us of a qualifying event marked required, you must do so during Open Enrollment.

DO I NEED TO COMPLETE ANY FORMS THIS YEAR?
Please review the Health Plan Summary for your group as listed below. The 2026 rates can be found at the bottom of page three on the Health Plan Comparisons.
Yes, if any of the following apply:
- You had a life event marked required above that you haven't notified us of.
- You currently have an FSA Account through CAS and wish to continue participating in 2026.
- If you have a 2025 balance that will roll-over, but you do not wish to continue contributing in 2026 please contact Employee Benefits at MCEmployeeBenefits@co.marion.or.us to explore your options.
- You want to elect a benefit that you are not currently enrolled in.
- You want to change your medical or dental plans, or opt-out due to having other coverage.
- You are changing your medical plan and enrolling in the high deductible health plan (HDHP).
- You want to change your contribution amount for your HSA.

- You want to keep your medical and dental plans the same next year.
- You participate in either the CERA Parking or Mass Transit FSA Plan and do not wish to make changes.

County Premium Contribution:
Marion County currently contributes toward the monthly premium for employee health plans. The county contribution amount depends on bargaining unit and the employee's premium share depends on which medical and dental plan combinations are selected. The 2026 county contributions and your premium rates can be found at the bottom of page three on the Health Plan Comparison document.
Marion County Law Enforcement Association (MCLEA) and
Federation of Oregon Parole and Probation Officers (FOPPO)
County Premium Contribution:
Marion County currently pays 95% of the monthly premium for MCLEA and FOPPO employees. The employee's premium share is 5% of the medical and dental plans selected. The 2026 premium rates can be found at the bottom of page three of the Health Plan Comparison document.

COBRA & Retiree Information
Retiree Coverage: Former benefits-eligible employees, who are not Medicare eligible, may continue their medical and dental plans and self-pay premiums at the Retiree Plan rate if they are eligible for PERS retirement when they leave employment.
COBRA Coverage: Coverage offered to employees who are separating from Marion County but not eligible for the Retiree Plan.
