1. Consider approval of a proclamation designating the month of September 2026 as Recovery Month in Marion County. –Teri Morgan; and Community Members Ana Gonzalez and Andrew McClelland.

2. Approve orders appointing Melissa Wood to the City of Salem, Staff position and Stephen Sims to the City of Stayton, Elected Official position, for the Marion County Materials Management Advisory Council (MMAC) with terms ending August 31, 2030.

3. Approve the Contract for Services with Cache Valley Electric Company in the not-to-exceed amount of $140,000 to provide ongoing maintenance and support of existing audiovisual conference room equipment and future upgrades as technology needs evolve through March 31, 2028.

4. Approve Amendment #1 to the incoming funds Intergovernmental Agreement (IGA) with the Oregon Health Authority to update IGA language and add $844,206.47 for Fund #804, Mental Health (MH) General Fund for Aid and Assist, and Fund #820, Civil Commitment for a new IGA total of $24,671,687.51, and redirect already allocated funding from Fund #806, New Investment Mental Health (NIMH) General Fund to Fund #804 Mental Health (MH) General Fund through June 30, 2027.

5. Approve a Purchase Order with SHI International Corporation in the amount of $985,551.81 for an advanced network-based threat detection and response platform effective October 1, 2026, through September 30, 2029.

6. Approve an incoming funds Intergovernmental Agreement (IGA) with the City of Independence in the not-to-exceed amount of $363,500 for Marion County, a certified agency through the Oregon Department of Transportation (ODOT), to perform preliminary engineering for the Chestnut Street: South Fork Ash Creek Bridge project on behalf of the City through December 31, 2028.
SHERIFF'S OFFICE
7. Approve Amendment #7 to the Contract for Services with Executive Information Services, Inc. to add $438,842.76 for a new not-to-exceed contract total of $1,969,129.76 to continue to provide ongoing software and maintenance support for the Marion County Sheriff's Office records and jail management systems through September 30, 2029.

Consider approval of Amendment #2 to the Guaranteed Maximum Price (GMP) Amendment for the Construction Manager/General Contractor (CM/GC) Contract with Slayden Constructors, Inc. that adds federal American Rescue Plan Act (ARPA) funding in the amount of $2,475,895 for a new contract total of $41,153,648 to provide construction services for the Kane’s Marina
sewer improvements; the replacement of a guardrail along the North Santiam
Highway, in the City of Detroit; and for the Fairview Street to Kingwood Avenue
sewer line and road improvements in the City of Mill City, for the North Santiam Canyon Sewer
Project through December 31, 2026 –Brian Nicholas
