4. Approve Amendment #1 to the Memorandum of Understanding with Marion County Public Works to close out the funding agreement for the American Rescue Plan Act (ARPA) – Fargo Sewer Collection System Improvements Project and transfer $230,845.05 in unspent ARPA funds back to the Marion County Board of Commissioners for reallocation to other ARPA projects.

Approve Amendment #1 to the Memorandum of Understanding with Marion County Public Works to close out the funding agreement for the American Rescue Plan Act (ARPA) – Parkdale Park Development Project and transfer $34,037.62 in unspent ARPA funds back to the Marion County Board of Commissioners for reallocation to other ARPA projects.

6. Approve the Contract for Services with Power Systems West, LLC, in the not-to-exceed amount of $119,726.10 for the repair of a generator located at Marion County Public Works, and the rental of a temporary portable generator through June 30, 2026.

Approve the incoming funds 2026 Violence Against Women Act (VAWA) grant agreement with the Oregon Department of Justice, Crime Victim and Survivor Services Division, in the amount of $108,508.27 to support the provision of direct services for victims of domestic violence retroactive to January 1, 2026, through December 31, 2026.

8. Approve an order to adopt the findings approving the Bio Clean
Industries Corporation application, attached as “Exhibit 1”, and the Franchise Agreement,
attached as “Exhibit 2”, for the operation of a regulated medical waste
transfer facility.

9. Approve an order to establish a temporary designated speed zone on a portion of Brooklake Road NE to facilitate public safety during construction for the Brooks Community Service District (BCSD) Drinking Water Improvements Project.

10. Approve the Construction Contract with CPM Development Corporation, dba, Siegmund Excavation and Construction in the amount of $147,857.50 to provide construction services for the Salmon Falls Park Improvements Project through August 31, 2026.
