The East Salem Service District (ESSD) helps manage services provided to the areas in East Salem that are outside of the City of Salem limits. The area is growing quickly and while not technically a part of the city, it has needs for utilities, street lights, and other services. East Salem Service District provides the following services:
- Storm-water management services
- Sheriff's Office law enforcement services
- PGE to add and maintain street lights where they are needed
It is important to know that the ESSD
does not
provide water or sewer services to the area. Sewer service is provided by the City of Salem and water service is provided by a private water district. If you have questions regarding your service, call the phone number listed on your water bill. If the City of Salem informs you of a delinquent sewer balance that has been turned over to Marion County, please see Delinquent Sewer Charge Tab below for payment options.

Services and Programs
Wheat sweeping company has been contracted by Marion County Public Works to sweep ESSD roads.
High volume roads will be swept the second full week of the month, on Friday. All curbed county roads will be swept the last full week of the month, including the high volume roads.

The City of Salem provides sewer services to the residents of East Salem. Twice per year, in October and in March, the City of Salem "certifies" delinquent accounts from East Salem to the East Salem Service District (ESSD). The ESSD attempts to collect the delinquent charges. If the ESSD is unable to collect the delinquent charges by the end of April, the charges are placed on the property taxes for that year. Property owners will ultimately be responsible for delinquent sewer charges, regardless of who utilized the sewer services, in accordance with ORS 454.225. See below for an example timeline. | All unpaid sewer service charges from 2021 for East Salem are certified onto the property taxes for 2022. |
In 2018, the governing body approved enhanced public safety services in the ESSD, which includes 10 full-time law enforcement officers that are fully dedicated to the ESSD. An annual fee is charged to property owners via their property taxes to pay for these services. For more information on services provided, visit the

In 2018, the governing body approved to add lighting to all of the ESSD. This abolished the current 135 existing lighting districts and made one large lighting district. The ESSD is working with PGE and initial installation is anticipated to begin in April 2019. The project will take about 2 years to complete and be done in phases. An annual fee is charged to property owners via their property taxes to pay for these services.

Advisory Committee
The East Salem Service District Advisory Committee is made up of residents and business owners in the East Salem community. The Advisory Committee meets at minimum once per year with ESSD staff to get updates on district happenings and give input on financial and operational issues.
