Summary of Services
Our Family Rental Assistance Program (FRAP) assists families by providing housing subsidy, case management and peer support services to help them find, afford, and maintain long-term, safe and secure housing. FRAP utilizes funding to provide a monthly rental
subsidy for a two or three bedroom apartment to a total of 10 families.
To participate in FRAP, the primary caregiver of the family must:
- Meet the criteria for Severe and Persistent Mental Illness (SPMI)
- Have child(ren) who are not employed
- Meet the definition of homeless per OAR 333-011-0328, or:
- Be transitioning from the Oregon State Hospital; or
- Be transitioning from a licensed residential setting; or
- Be without supported housing or at risk of reentering a licensed residential or hospital setting
The qualifying primary caregiver will pay 30% of the individual's or family's monthly adjusted gross income toward housing expenses.
As part of the Family Rental Assistance Program, our team provides program participants with support services such as:
- Case management
- Housing search
- Resource development/classes
- Skills training including:
- Budgeting
- Transportation
- Communication
- Cleaning and other household duties
- Lease and Landlord-Tenant law orientation and education
- Person-directed planning
- Peer support services, upon request
- Connections to home ownership programs, upon request

Referrals require a completed referral form and a mental health assessment (given within the past 12 months).
