Brooks Community Service District
Brooks Community Sewer District was formed in 1989 by a vote of the people to provide sewer service to residents in the Brooks community, northeast of Salem. Funding for construction was provided by a grant with the Environmental Protection Agency and a loan from DEQ. BCSD has a STEP system that became operational in late 1991. This system consists of tanks on each property that are pumped to lagoons for treatment. Lagoons are located behind the mass burn plant on Brooklake Road. Billing is done through Marion County Fiscal Services for approximately 189 residential, commercial, and industrial accounts. User fee charges are currently $27.00 per Equivalent Dwelling Unit (EDU equates to 135 gpd average flow). There are 131 residential and 58 commercial/industrial accounts. The district collects delinquent accounts.
The districts meet with the Marion County Board of Commissioners as the governing body of the districts. Each district has an advisory committee made up of residents from that district to advise the district and governing body of issues concerning the district and to serve on the budget committee.
East Salem Service District
East Salem Sewage & Drainage District was formed in 1965 by a vote of the people to provide sewer service to residents east of Salem with construction done in 1966. Approximate boundaries were from I-5 east to Cordon Road (Urban Growth Boundary), north Hayesville, south to Macleay Road. Funding for construction of the sewer system was by the sale of 30 year general operating bonds and HUD grant of $1.5 million. ESSD serves approximately 7500 residential, commercial and industrial accounts billed bi-monthly by the City of Salem who maintains the sewer lines and treatment plant at Willow Lake; delinquent accounts are collected by the district. Lighting districts were added in 1971 to provide neighborhood street lights installed and maintained by PGE. In 1976 bus service was provided to the East Salem and Keizer Service Districts (KSD was dissolved when City of Keizer incorporated in 1983.) In 1976, with the addition of these services, the name of the district was changed to ESSD.

Fargo Interchange Service District
Fargo Interchange Service District was formed in 1992 and should become operational by the end of 1997. The district was formed to correct system problems with Union 76 and to provide service to the surrounding area. The majority of customers will be industrial users - truck stops, restaurants, RV park located at I-5 and Ehlen Road. Billing will be through Marion County Fiscal Services based on average monthly flows to be treated at the City of Donald treatment plant. Funding provided by property owners within the district.

Labish Village Sewage and Drainage District
Labish Village Sewage & Drainage District in 1975 by a vote of the people and construction funded by a 30 year loan from FHA to provide sewer service to the Labish area north Salem. The City of Salem does bi-monthly billing for approximately 150 residential accounts and the district handles collection of delinquent accounts.
