Labish Village Sewage & Drainage District
Labish Village Sewage & Drainage District was formed in 1975 by a vote of the people. The construction was funded by a 30 year loan from FHA to provide sewer service to the Labish area north Salem. The City of Salem provides and bills for sewer service for approximately 150 residential accounts. The District handles collection of delinquent sewer accounts.

Delinquent Sewer Collection
The City of Salem provides sewer services to the residents of Labish Village. Twice per year, in September and in March, the City of Salem "certifies" delinquent accounts from Labish Village to the Labish Village Sewage & Drainage District (LVSDD). The LVSDD attempts to collect the delinquent charges. If the LVSDD is unable to collect the delinquent charges by the end of April, the charges are placed on the property taxes for that year. Property owners will ultimately be responsible for delinquent sewer charges, regardless of who utilized the sewer services, in accordance with ORS 454.225. See below for an example timeline. September 2020
| LVSDD receives delinquent accounts from the City of Salem for January - June of 2019. Owners have until May 31, 2021 to pay this before it is added to the property taxes. |
March 2021
| LVSDD receives delinquent accounts from the City of Salem for July - December of 2019. If an amount is still owed from the first half of the year, it is added to the amount owed for the second half of the year. Owners have until May 31, 2021 to pay this before it is added to the property taxes. |
May 2021
| All unpaid sewer service charges from 2019 for
LVSDD are certified onto the property taxes for 2021.
